The Public Service Recruitment Secretariat (PSRS) on behalf of the Office of the Treasury Registrar (OTR) invites applications from qualified and experienced Tanzanian public servants to apply for the position of Senior Finance Management Officer. A total of four (4) vacancies are available for professionals with strong experience in finance management, investment analysis, performance monitoring, and institutional development.
The Senior Finance Management Officer will support the Office of the Treasury Registrar in managing financial analysis, performance contracts, investment evaluation, organizational development, and monitoring of commercial and non-commercial entities.

Duties and Responsibilities
The successful candidate will perform the following responsibilities:
- Analysing collected and compiled data on market trends and investment portfolios.
- Preparing Medium Term Expenditure Frameworks (MTEF) for public and statutory institutions.
- Conducting post-budget performance analysis.
- Analysing and recommending corporate annual plans and budgets of public enterprises.
- Collecting information required for Budget Speech and Annual Economic Reports.
- Strengthening strategic planning, budgeting, monitoring, and evaluation systems within Public Institutions and Statutory Corporations.
- Evaluating market trends and identifying investment opportunities.
- Performing other duties related to the field as assigned by the immediate supervisor.
Responsibilities in Commercial and Non-Commercial Entities
The Senior Finance Management Officer will also be responsible for:
- Preparing performance contracts for commercial and non-commercial entities.
- Developing performance contract frameworks, manuals, and guidelines.
- Participating in monitoring and evaluation activities.
- Examining periodic performance reports submitted by entities.
- Providing inputs for reviewing Key Performance Indicators (KPIs).
- Facilitating collection of non-tax revenue from commercial and non-commercial entities.
- Supporting the development of dividend policies.
- Reviewing strategic plans, business plans, and budgets of entities.
- Coordinating and monitoring management of debts, loans, and guarantees.
- Compiling recommendations from oversight bodies.
- Projecting future performance of investments.
- Developing financial analysis models to evaluate potential investments.
Responsibilities in Management Services Entities
The officer will be required to:
- Prepare and analyse organizational structures, schemes of service, staff regulations, salary structures, incentive packages, voluntary agreements, fringe benefits, allowances, and financial regulations.
- Prepare circulars and guidelines related to staff welfare and organizational development.
- Prepare proposals on allowances and fees paid to Boards of Directors.
- Follow up implementation of approved organizational structures, schemes of service, salary structures, and incentive packages.
- Support preparation and review of training programmes.
- Analyse personnel emoluments submitted by public institutions and statutory corporations.
- Coordinate monitoring and evaluation of staff performance management systems including PEPMIS and PIPMIS.
- Prepare proposals for appointment of Board Members.
- Perform any other duties assigned by the supervisor.
Qualifications and Experience
Applicants must meet the following requirements:
- Must be currently employed in the Public Service.
- Must hold a Bachelor Degree in any of the following fields:
- Accounting
- Accounting with Information Technology
- Finance
- Banking and Finance
- Actuarial Sciences
- Economics
- Commerce
- Business Administration majoring in Finance
- Bachelor of Science in Business Information
- Or equivalent qualifications from a recognized institution.
- Must have at least seven (7) years of working experience in a related field.
